Comprehensive Plan Update Project

The last work on Ticonderoga’s Comprehensive Plan occurred in 2006 so this update is long overdue. This project is funded by a grant from New York State Department of State through the Environmental Protection Fund (EPF) Smart Growth Program for Community Planning and Zoning, which provided grant funds on a competitive basis to eligible villages, towns, cities, counties, regional planning entities, and non-profit organizations, to advance the preparation of municipal comprehensive plans to establish land use policies which support smart growth and clean energy principles for the community. LaBella Associates was selected as the Town consultant to the Comprehensive Planning Committee.

The following provides information and status for the Town of Ticonderoga’s updated Comprehensive Plan.

HOW CAN YOU BECOME INVOLVED?

The Town of Ticonderoga through its Comprehensive Plan Committee (CPC) wants your feedback. The public engagement process for the Town of Ticonderoga Comprehensive Plan Update will help the Town understand current issues, gather information from the public, clarify a future vision, goals, and priorities for the future, and inform recommendation and implementation strategies. It is important to the Town that all residents are heard during this process, including residents, business owners, landowners, and others who have a stake in the future of the community. The public engagement plan aims to involve as many community members as possible. To encourage wide participation, a variety of public outreach methods are included in this plan. Committee meetings are held in the Community Building board room at 5pm unless otherwise noted. The public is welcome to observe these proceedings.

PHASE 1: PROJECT INITIATION
Setting the foundation for success through data collection, review of past planning initiatives, stakeholder identification, and establishment of communication protocols.

PHASE 2: VISIONING
Public participation & engagement is the foundation of all planning exercises. Our approach will place significant focus on up-front public engagement to develop consensus around core values and desired future outcomes through collaborative workshops and targeted outreach.

PHASE 3: DRAFT PLAN
Synthesizing community input, technical analysis, and best practices into a cohesive document that identifies vision, goals and recommendations, and provides clear implementation strategies.

PHASE 4: FINAL REVIEW & ADOPTION
Refining the plan through public feedback, agency review, and formal adoption procedures to ensure broad support and legal compliance. Scope includes all aspects of the adoption process, including: SEQRA review, County referral and review, the required public hearing, and all grant reporting requirements.
